Count me among the minority that is sad to
see Lawrence Summers withdraw his name as the next Fed chairman. No doubt it is
one of the wisest decisions he ever made. There was a rapidly narrowing chance
he would be confirmed by the US Senate given the increasingly visceral liberal
Democratic opposition to him. It would have been among
the bitterest of Senate fights at a time when things are already rancorous on
Capitol Hill. Even had he pulled through, Mr Summers would have been damaged
goods, which could have affected confidence in the Fed and therefore the
economy. By withdrawing, Mr Summers has done everyone a favour,
including Barack Obama.

Street executives always preferred a Yellen to a Summers nomination, which
hardly suggested they saw the latter as bought and paid for. Indeed, his evolving views on regulation were potentially far more
radical than those of his rivals for the job. Mr Summers’ real bias is his
tendency to dismiss smaller regulations as self-defeating. He prefers big and
simple to complex and gameable. That is why he prefers a tough Basel III regime
to the Volcker rule. It is also why he was sceptical of Tim Geithner’s “stress
tests” in 2009 and in favour of temporary ownership of failing banks.
더욱이 투표는 Wall Street 의 사장들이 항상 서머스보다 옐렌을
원했다는 것을 보여 주고 이것은 월가의 금융인들이 옐런보다 서머스를 원했다는 사실에 의심을 품게 만든다.
As for Mr Summers, his withdrawal has a
silver lining. Public office in the US is increasingly
at odds with any history of wide-ranging thought. Those who have
listened frequently to him in public and contrast it with some of his private
musings know the gap between his relatively orthodox public image and the far
more versatile intellect he displays when the microphone is off. In today’s
climate, smart people with ambition must self-censor. Many talented people now
disdain public life altogether. Even for the least
controversial candidates, a Senate nomination is an exercise in proctology.
For Mr Summers it would have been worse. He should make
use of his new-found intellectual freedom. In his case, it will be a trade-off
worth making.
미국의 공공기관은 곤란에 처했다.
요즘 같은 분위기에서는 야망있는 똑똑한 사람들이 자기 검열을 해야한다. 많은
재능있는 사람들이 이제 공적인 일을 하기를 꺼려 한다. 심지어 논쟁이 그렇게 심하지 않을 그런 후보
자리 조차도 의회에 nomination 되는 건 매우 무의미한 시험을 치는 일과 같다. 서머스에게 이것은 나쁘게 작용 했다. 그는 그가 새로 얻게된 자유를 잘 이용해야 한다. 그의 경우에 꼭
나쁘지 많은 않았다고 본다. (즉 앞으로 자유롭게 지성인으로 활동 해주길 바란다는 의미인듯)

서머스가 Fed 의장직 최종 후보에서 물러났다. 이미 의회의 분위기 자체나 오바마의 민주당 쪽이 서머스를 공격하는 입장이었고,
서머스에게 이는 매우 힘든 싸움 이었었다.
사실 서머스의 행적이나 생각들을 알고보면 민주당 측에서 생각하는 그런 인물이 전혀 아닌데 서머스는 마치 월가의
금융인들과 친한, 금융 규제 철폐를 원하는 반 케인지언적인 사람으로 낙인 찍혔고 이로 인해 서머스는
계속해서 공격을 받았었다.
국회의원 선거도 아닌 Fed 의장직에 대해서도 이렇게 자기 잇속을
챙기기 위한 정치권의 개입이 심하기에 서머스와 같은 지식인이 자꾸만 공공직을 피하려고 한다. (걱정이다..)
서머스에게 사실 잘된 일일지도 모른다. 구질구질한 정치 놀음에서 빠져나와
참 지식인으로써 활동을 잘 해주길 바란다.
