먼저 인도가 최근 성장이 둔화된 이유는 크게 두가지 면에서 살펴 볼 수 있다.
첫번째로는 인도의 공공 관료 체계가 고성장을 잘 support 해
줄 수 있을 만큼 성숙하지 않았다는 점이다. 그 예로 정부나 기관이 사업을 진행하는데 있어서 사유화
된 땅을 획득하는 절차에 있어서의 문제점과 복잡하고 투명하지 않은 관료 체계에서 오는 비효율성을 들 수 있다.
두번째로는 아직 끝나지 않은 세계금융위기의 여파 이다. 금융위기 이후에
선진국들의 금융 정책으로 많은 양의 돈이 인도와 같은 이머징 마켓으로 들어 왔지만 인도 제품을 수입해줄 선진국의 경제가 살아나지 않게 됨으로써
일시적인 효과에 불과 했다. 이런 문제점을 내수 시장을 통해 극복하고자 했으나 내수 시장에 필요한 물건들에
대한 공급 부족으로 inflation이 수반된 경기 침체 현상이 생기게 되었다.
현재 인도가 봉착한 이러한 위기를 극복하기 위해 인도는 공급을 늘리는 정책을 사용해야 한다. 즉 국가가 비효율적인 관료 체계를 혁신하고 이를 통해 Investment에
집중하여 내수 시장에 supply를 효과적으로 늘려야 한다. 또한
이 투자와 더불어 소비를 줄이고 savings을 할 수 있도록 장려 해야 하고 저축을 통해 inflation을 억제할 뿐만 아니라 기업들이 자금을 대출받아
investment를 할 수 있는 선 순환 구조를 이루어야 한다.
